The big question: should a team be hired?
Ordinary parents have been easy to ignore.
This explainer site serves as a training resource for parents, volunteers, lobbyists, and legal counsel.
A professional presentation team would consist of Washington-based lobbyists and, where appropriate, a specialized law firm with experience engaging federal agencies, Congress, and the nation’s leading corporations.
The team’s goal: secure a sponsor for the HSe4Metrics platform.
The professional team would present the HSe4Metrics platform to federal decision-makers
The team would assist a federal agency with due diligence—and perhaps with implementation and testing
Lobbyists—like parents across America—understand the urgency for radical change in hard-number metrics results. Several examples:
- Better-prepared college students (e.g., reduced need for remediation and lower dropout rates)
- Dramatic improvement in national K–12 dropout and truancy rates
Stronger outcomes for students at higher-performing K–12 schools—across a broad range of performance metrics
Stronger outcomes for students at lower-performing K–12 schools—not limited to reading, writing, and math
- Growing numbers of qualified workforce candidates
A stronger national GDP (e.g., linked statistically to growth in the nation’s homegrown workforce)
Quality-of-life improvements derived from the combined impact of the examples above
The purpose of HSe4Metrics and its platform is to transform lives, focusing on young people during their K-12 years and the critical years before kindergarten.
Avatar messages such as these—many archived, yet reflecting an essentially unchanged K–12 status quo from year to year—will help orient the presentation team

If the team identifies an agency with established ties to a major corporation, they can collaborate to co-present the HSe4Metrics platform. The innovation can be positioned both as a high-profile national marketing initiative and as a powerful Corporate Social Responsibility (CSR) opportunity—an attractive proposition for large corporations that recognize the importance of CSR to both the federal government and the public.

Along with her message, the team could strengthen its outreach by coordinating meetings with multiple corporations simultaneously. This approach would allow several companies to begin due diligence reviews in parallel.
While expanding the team might appear to accelerate progress, the true constraint may be the pace at which funds are raised through the limited fundraising campaign needed to support the presentation effort.

In theory, potential government sponsors are not limited to federal agencies and departments. They could also include state or local governments—or public-private partnerships between government entities and major corporations. However, funding large-scale cloud infrastructure through non-federal routes may require navigating complex coordination across multiple states.
